Economic justification takes a broader view than financial justification by assessing the overall economic benefits and costs on the society. This includes the monetary costs and revenues but also the societal impacts (positive and negative) that go beyond the investor, including environmental externalities. The activity is economically justified if its total societal benefits exceed total social costs (benefit-cost ratio is above one) and the chosen option is cost-effective (least cost option).
